Because I had the worst time trying to figure this out, and was on the phone with T-Mobile for the LONGEST time, and FINALLY got it to work, I'm sharing this online. I've looked, and google does not serve up any helpful results:

To set up MMS [Picture Messaging]

1.Go to the 4 dots to access settings

2.Go to Settings --> Connectivity --> Access Points

3.Add Access Point.

[Connection Title]T-Mo MMS
[Bearer]GPRS
[Authentication]No auth
[APN]
Wap.voicestream.com

Then SAVE.

4. Go back to Connectivity, go to Internet Profiles

5. Add Profile.

[Title]T-Mo MMS
[Use Proxy]On
[Proxy Server Address]216.155.165.50
[Proxy Server Port]8080
[Access Point]T-Mo MMS

Then SAVE

6. Then exit out of everything and go to Messaging (either through the quick access on the main screen or go to Settings then Communicate)

7. Scroll to the very bottom of Messaging, select Settings

8. Select Multimedia Message --> Multi Msg Centre

9. Add New

[Title]T-Mo MMS
[MMSC URL]http://216.155.174.84/servlets/mms
[Internet Profile]T-Mo MMS

Then SAVE

Then after that, you should be able to send AND receive MMS.
